 Adam’s report and its recommendations


Introduction:-

  • William Adam was a true scholar social worker and Educationist .He was a missionary And came to with a view of propagating Christianity.
  • But after working here he was truly influenced by Indian culture ,knowledge and Science and became great supporter of Indian education.
  • To reduce the criticism of British Education Policy Lord William Bentinck (governor general ) appointed William Adam as a special Commissioner for educational survey on 1835.He agreed to pay him rupees 1000 per month for his work.
  • He had done survey of various parts of Bengal and Bihar and prepare 3 reports but at the time of submitting report on 1838 the new governor general William Auckland was appointed.




First report (1835):-

Provided statistics of entire Bengal province

  1. There are a total 1 lac schools in Bengal and Bihar . On every 450 students there was one school.
  2. Expenditure and land for school was donated by rich citizens.
  3. The salary of teachers were very low.
  4. There was feared among people on the name of women education,Onlyvery few women were allowed to have education.

Second report (1835):-

This report presented data of Thana Nattur of Rajshahi district
  1. Here population was about 2 lacs but there were only 27 schools.
  2. In total area there were 405 villages out of which 260 students were pursuing education.
  3. The salary of teachers were rupees 5 and 8 Aana per month which was so little that they cannot meet their daily requirements.

Third report (1835):-

In this report he made survey of Murshidabad & Bihar
  1. At that time 2567 schools were running in 5 districts in which about 30900 students were studying.
  2. There were separate six schools for girls in which 210 girls for studying.
  3. Bangla ,Sanskrit and Hindi was studied by Hindu and Arabic and Persian was studied by Muslims.
  4. English was also taught in schools of which total 250 students were taught.

Educational policy of Adam:-

On the basis of which report and surveys represented following steps:-
  1. The filtration principle is anti Mass education and it shouldn’t be implemented.
  2. Makthab ,Madrasa and pathshalas are main cord of national education so public education should be arranged by development of these.
  3. For public education one district education officer should be appointed in each district.
  4. Textbooks Should be arranged by the help of Indian and western education experts.
Finally Adam presented this report to Lord Auckland and he rejected all points of this report.

Cause for rejection of Adams report:-

Adam presented many Important suggestions for upliftment of Indian education system.
  • On 7 March 1835 Lord William Bentinck accepted Macaulay minute → He gave "National Education Policy Of British India"
  • 13 days later Lord Bentick resigned and went back to England → Then Lord Auckland became Governal General
  • When this report was presented in front of Lord Auckland then Lord Macaulay strongly opposed it because Lord Macaulay was head of public inspection committee → Lord Auckland rejected it.
